Greatest HR Achievement: Due to the success of his office's payroll-transition project and other initiatives, staff throughout the Coast Guard are seeing that Olenchock's change-management and prioritization approaches work and are coming to him for tips on using them elsewhere.

Greatest HR Challenge: Twofold: One was changing the agency's payroll from a transaction-based system to one that would incorporate all HR-related trigger events. The other is the ongoing establishment of a fully staffed and functioning Program Management Office for all HR IT projects that will eventually serve as an HR-governance and prioritization structure for the entire Coast Guard.
