Survey Says ...

By Tom Starner

A survey of 11 major outsourced-learning vendors by Dallas-based Everest Research Institute found, among other things, that the typical learning-services outsourcing contract is shorter than the average multi-process HR outsourcing deal and that e-learning is the predominant mode of delivery in outsourced learning. Additional details:

* Of three common types of outsourced-learning pricing structures -- fixed price, base cost plus variable price and variable price -- the base cost plus variable price is most commonly used.

* Currently, "efficiency"-related service-level agreements are more frequently used in LSO transactions than "effectiveness"-related SLAs.

* The average transaction length of stand-alone outsourced-learning deals is 3.9 years, whereas it is 6.6 years in multi-process HR outsourcing deals that include learning.

* Judgment-intensive learning processes such as content development, content delivery, curriculum design and content management are outsourced more frequently in stand-alone outsourced-learning deals, compared to multi-process HRO deals.

* Most suppliers leverage offshore locations to provide transaction-intensive processes and content development.

* In a majority of outsourced-learning deals, the technology component is also outsourced.

* Key drivers for technology bundling in outsourced-learning deals include buyer demographics, supplier strategy and learning technology advances.

* Although a combination of delivery modes is commonly used, but e-learning is the predominant mode of delivery in outsourced-learning deals.

* There are two broad segments of LSO suppliers: learning and HR outsourcing suppliers, and specialized LSO suppliers.

¿ Suppliers such as Accenture, IBM, General Physics, Raytheon Professional Services and RWD deliver "selective" or "comprehensive" outsourcing models, whereas suppliers such as ACS, Convergys, Logica and Intrepid operate across the sourcing spectrum.
