Greatest HR Achievement: Being able to build a bridge between management and labor. This was the first time in many years that the port completed negotiations in a timely manner without a strike or work stoppage that would greatly disrupt the area's commerce.

Greatest HR Challenge: Negotiating with four different bargaining units. The port has significant business challenges -- balancing the allocation of

resources, for example, so there are sufficient supplies left for infrastructure improvements. Such balancing, says Boucher, is especially difficult to negotiate.
